Lou Callahan is a Deputy Bonus II assigned to the Detective Division, Special Investigations Bureau's Metro Detail within the Los Santos Sheriff’s Department. He was hired on 07/28/1986.

Starting out in the Davis Station where he excelled in narcotics and firearms related arrests towards one of the major gangs at the time. The Rolling Heights Ballas. Deputy Callahan would transfer out of the Field Operations Division into Operation Safe Streets Bureau under the Detective Division where he'd meet Lieutenant Dominguez, Sergeant Reilly, Deputy White, and Deputy Munoz. Together this bureau was responsible for taking down the Rolling Heights Ballas, Hells Legion Motorcycle Club, Mongrels Motorcycle Club, and several other criminal outfits/gangs.

After several years Deputy Callahan rose through the ranks and became Sergeant of the Narcotics Bureau under the Detective Division. Callahan would lead this Bureau and partake in several operations/raids including the raids on the Davis and Carson Mafia Families. A street gang that operated out of Forum Drive and Davis Ave. However under Callahan's bureau would be foul play and corruption as Deputies Vincent Hanna and Clovis McDoogle were responsible for planting evidence and assaulting suspects. This forced Callahan to shut down the bureau, be demoted, and sent back to Operation Safe Streets. He wasn't given the warm welcome he was when he first transferred in. The deputies in OSS felt betrayed, they often left Callahan to patrol alone and would be late or never respond to his calls for backup/assistance.
